China Standardization Expert Committee Strategic Work Symposium, “China Standards 2035” Project Seminar and China Standardization Expert Committee Academic Conference were held respectively during the Shanghai IEC Conference on October 24 and Qingdao International Standardization Forum on October 28. Tian Shihong, deputy director of the State Administration for Market Regulation and director of the Standards Committee, attended the meeting and delivered a speech. Academician Wu Hequan, chairman of the China Standardization Expert Committee and former vice president of the Chinese Academy of Engineering, and Zhang Gang, deputy chairman and former counselor of the State Council, chaired the meeting respectively.

Tian Shihong pointed out that China’s standardization is undergoing four changes in integrating into economic globalization, promoting high-quality development, and serving the modernization of the national governance system and governance capabilities. That is, the standard system architecture level is transformed from a unitary structure dominated by the government to a dual structure in which the government and the market coordinate. Standardization has shifted from the industrial field to the comprehensive expansion of primary, secondary, tertiary industries and social undertakings. Standardization work has shifted from focusing on standard formulation to full-process management of standard formulation, implementation and implementation supervision. China’s standard internationalization work has shifted from simply adopting international standards to all-round internationalization in adopting standards, participating in standard formulation and standardization governance. At the same time, my country’s standardization work is also facing four major challenges: reconstruction of the standard system, innovation of standardization systems and mechanisms, improvement of standardization capabilities, and internationalization of standards. Tian Shihong fully affirmed the work of the Expert Committee and expressed his ardent hope that the Expert Committee will play a good role in standardization strategy research and other work.

The participating experts discussed and spoke on important issues involved in my country’s implementation of standardization strategy. Head of international and regional standardization organizations such as the International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), European Committee for Standardization/European Committee for Electrotechnical Standardization (CEN/CENELEC), and national standardization agencies in the United States, Britain, France, Germany, Austria, etc., Gong Jianya Institute of Chinese Academy of Sciences Doctors, former vice-presidents and academicians of the Chinese Academy of Engineering Zhao Xiangeng and Qian Yong, academicians Chen Zhijie, Chen Xuedong, Guo Jianbo, Gao Wen and Xie Jianping of the Chinese Academy of Engineering, former ISO Chairman Zhang Xiaogang, former State Council Counselor Lang Zhizheng and other expert committee experts attended the meeting respectively. Relevant personnel from the “China Standards 2035” project team attended the meeting.

During the meeting, Tian Shihong issued letters of appointment to the newly appointed consultants and members of the China Standardization Expert Committee.
