Implementation plan

1. Overall requirements

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions on coordinating epidemic prevention and control and economic and social development, give full play to the enabling role of standards in promoting the transformation of new and old economic drivers, leading quality improvement, deepening supply-side reform, and promoting consumption upgrading, and promote the self-standardization of enterprise products and services. The statement is public, deepening the implementation of the “front-runner” system for enterprise standards, transforming new business formats and new model applications spawned by the capital’s epidemic prevention and control into technical standards, cultivating the capital’s characteristic business formats, supporting advantageous innovative enterprises, encouraging the creation of leading standards, establishing the image of corporate leaders, driving the healthy development of new business formats and new industries, driving new consumption with new supplies, and promoting the high-quality development of the capital’s economy.

2. Working principles

Innovation-driven. Based on the strategic positioning of the capital city, focus on accelerating scientific and technological innovation to build key areas of high-tech economic structure, give full play to the role of standards as a bridge to the industrialization of scientific and technological achievements, and support the construction of a national scientific and technological innovation center.

Market-oriented. In areas where market demand is urgent and the people have a strong sense of gain, we will focus on promoting the creation of “front runners” in corporate standards.

International benchmark. Promote enterprises to benchmark against international standards and advanced international standards.

Enterprise body. Fully stimulate the vitality of enterprise standardization, encourage enterprises to transform from standard “followers” to “parallel runners” and even “leaders”, and improve the quality development level and core competitiveness of enterprises.

Regional coordination. Give full play to the coordinating role of each district government, combine the characteristics of regional industrial development, do a good job in work planning, mobilization, organization and publicity, and promote the overall improvement of regional quality levels.

Industry guidance. Give full play to the policy and resource advantages of relevant industry authorities, form a synergy of policies that favor “front-runner” companies, and promote our city’s industries to move towards the high end of the global value chain.

3. Work objectives

A number of front-runner companies have emerged in this city in the fields of consumer goods, equipment manufacturing, emerging industries and services, driving the city’s companies to actively strive to be the “leader” in corporate standards, promoting the continuous improvement of the core indicators of corporate standards, and the overall level of product and service quality. The social awareness and influence of the corporate standard “Top Runner” system have been significantly enhanced in this city, the market share of Top Runner products and services has generally increased, and consumer quality satisfaction has continued to improve.

4. Main tasks

(1) Strengthen classification cultivation

1. Give full play to the role of corporate technology centers and technological innovation demonstration enterprises. Encourage enterprise technology centers and technological innovation demonstration enterprises to form enterprise standards based on key core technologies and independent innovation technologies, combined with key progress made in industrial green development, strengthening industrial foundation, energy conservation and consumption reduction, cleaner production, and integration of industrialization and informatization, etc., to create enterprise standards for independently developed new technologies, new processes, new construction methods, and new services, and strive to become the “leader” in enterprise standards. 2. Play the role of individual champion in the manufacturing industry. 3. Give full play to the role of “specialized, special and innovative” small and medium-sized enterprises. 11. Give play to the guiding role of subsidy funds for the implementation of the capital standardization strategy. Enterprises that have been recognized as “front runners” in enterprise standards will be given priority when applying for capital standardization strategy subsidy funds. Based on the pilot construction of the standardized service industry and the service capabilities, service quality, service development, etc. of the standardized service institutions, priority will be given to supporting standardization service institutions that provide evaluation plans for the “leaders” of corporate standards and provide benchmarking technical solutions for enterprises participating in the special action to improve standardization and compliance for hundreds of cities, thousands of industries, and tens of thousands of enterprises. 12. Give full play to the incentive role of the Beijing Municipal Government Quality Management Award. 13. Give full play to the role of government procurement and financial support. Implement national government procurement policies to promote the development of the “front-runner” system for enterprise standards. (4) Form social co-governance

14. Give full play to the role of standardized service industry. Promote third-party evaluation institutions such as standardization technical institutions, scientific research institutions, industry associations, inspection and testing institutions, certification institutions, and consulting service institutions to focus on key areas of the city, actively participate in the preparation of enterprise standard “front-runner” evaluation plans, and undertake technical reviews. Encourage third-party evaluation agencies to carry out standardization consulting services, provide enterprises with standard analysis and research on relevant domestic and foreign standards, test verification of key technical indicators, standard consulting and other professional services for enterprises to formulate standards, actively carry out enterprise standard and quality problem diagnosis for enterprises participating in the selection of enterprise standards “front runners”, provide customized solutions for enterprises to implement standards, and guide enterprises to effectively implement standards. 15. Give full play to the advantages of expert think tanks. Promote experts from industry associations, colleges and universities, scientific research institutions, standardization agencies, inspection and testing agencies, certification agencies, consulting service agencies, and enterprises in Beijing to participate in the selection of members of the national enterprise standard “front runner” expert committee, and provide technical guidance for the key implementation areas of enterprise standard “front runner”. 16. Expand consumer market influence. Encourage supermarkets and other circulation companies to open corporate-standard “front-runner” product sales areas in prominent locations and carry out promotional activities. 17. Improve the regulatory connection mechanism. Carry out supervision and inspection on the disclosure of self-declaration of corporate standards. Promote the effective connection between the self-declaration disclosure system of corporate standards and the product quality supervision system, and incorporate the corporate standards stated on products into the product quality supervision and spot inspection plan. 18. Strengthen social supervision mechanisms. (1) Strengthen organizational leadership

All industry departments and district governments should keep abreast of the implementation progress of the national “front-runner” system for enterprise standards and continuously improve relevant implementation measures. Actively focus on the city’s top ten high-tech industries, consumer goods urgently needed for people’s consumption upgrade, and productive and daily services with the city’s characteristics, select key areas based on the characteristics of each district and industry, and promote key enterprises to participate in the creation of corporate standard “front runners”. This city will incorporate the progress of the “front runner” work of enterprise standards and the progress of special actions to improve standards and standards for hundreds of cities, thousands of industries and enterprises into the quality assessment of the district government.
