Notice on launching the 2018 World Standards Day activities

The Quality and Technical Supervision Bureau (market supervision and management department) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, sub-provincial cities, Xinjiang Production and Construction Corps (market supervision and management department), all relevant ministries and commissions of the State Council, industry associations, group companies, China Institute of Standardization, National Organizational Unified Social Credit Code Data Service Center, China Article Coding Center, China Quality Inspection Press, China Standardization Association, and all relevant national professional standardization technical committees:

October 14th is the 49th World Standards Day. The International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO), and the International Telecommunications Union (ITU) determined the theme of World Standards Day 2018 as “International Standards and the Fourth Industrial Revolution”. They also released English posters and jointly issued a World Standards Day message (see Appendix 1).

In order to implement the decisions and arrangements of the Party Central Committee and the State Council on standardization work and carry out the 2018 World Standards Day series of activities, the Standards Committee has formulated the “49th World Standards Day Publicity Activity Plan” (see Appendix 2), and will hold the 2018 World Standards Day themed activities on World Standards Day. Before and after World Standards Day, the Standardization Committee will also work with relevant departments to carry out a series of activities such as industry 4.0 and intelligent manufacturing standardization seminars, new standardization methods on campus, and standardization experimental base open weeks.

In order to broadly build social consensus, create a good atmosphere in which the whole society cares and supports standardization work, and effectively promote the World Standards Day in 2018, the relevant matters are hereby notified as follows:

1. Raise awareness and strengthen leadership. All localities, departments and relevant units should focus on the theme of World Standards Day, refer to the “49th World Standards Day Publicity Activity Plan”, combine the actual work, and summarize the work results. In particular, they should refine the good experience and good practices of standardization to help intelligent manufacturing and industrial upgrading, and lead the development of advanced manufacturing. Organize and carry out colorful and distinctive activities to publicize the achievements of standardization work, popularize standardization concepts and methods, create a strong atmosphere for the whole society to know standards, abide by standards, and use standards, and give full play to the important supporting role of standardization in economic and social development.

2. Extensive mobilization and overall coordination. All localities, departments and relevant units must not only organize their own World Standards Day activities, but also extensively mobilize and coordinate relevant national technical standards innovation bases, regional standardization research centers, standardization demonstration areas and pilot units, as well as schools, communities, agencies and enterprises to carry out all-round and multi-level World Standards Day activities to build consensus on standardization work and form a joint force to promote standardization work.

3. Make solid progress and strive for practical results. All localities, departments and relevant units must strictly abide by relevant laws and regulations and the spirit of the eight central regulations, focus on simplicity and effectiveness, eliminate extravagance and waste, and organize and carry out various activities in a solid manner. It is necessary to summarize and promote good practices and experiences, and report the progress of activities to the Standards Committee in a timely manner, and the Standards Committee will conduct publicity and reporting in a timely manner. All localities, departments and relevant units are requested to submit a summary of World Standards Day activities (including the basic situation of the activities, achievements achieved, relevant work suggestions, etc.) to the Standards Committee before October 31.
