The theme event of World Standards Day 2018 was held in Beijing

On October 14, the 2018 World Standards Day themed event was held in Beijing. Zhang Mao, Director of the State Administration for Market Regulation, and Tian Shihong, Deputy Director and Director of the National Standards Administration attended the event and delivered speeches. Luo Wen, Vice Minister of the Ministry of Industry and Information Technology, Academician Chen Jianfeng, Secretary-General of the Chinese Academy of Engineering, and Zhao Bo, President of the China Electronics Technology Standardization Institute, delivered keynote speeches. Shu Yinbiao, Vice Chairman of the International Electrotechnical Commission (IEC), read the World Standards Day message.

October 14 this year is the 49th World Standards Day. The International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO), and the International Telecommunication Union (ITU) have determined the theme of World Standards Day as “International Standards and the Fourth Industrial Revolution.” The ISO “Lawrence Award” and “Outstanding Contribution Award”, the IEC “Edison Award” and “1906 Award” and the “China Standard Innovation Contribution Award” were awarded at the event.

Zhang Mao pointed out that since the 18th National Congress of the Communist Party of China, my country has deepened the reform of standardization work, accelerated the establishment of a standardization system that is in line with international standards, and continuously expanded the scope of standardization work. Standardization has been deeply integrated with various industries and has played an important role in improving the quality of my country’s products and services, developing market economy and foreign trade, and improving the level of national governance. In the new era, standardization work is facing newer and higher requirements. It is necessary to fully understand the important role of standardization in the fourth industrial revolution and promote the transformation of the manufacturing industry from the traditional low-cost mass production model to the high-end, high value-added personalized production model. It is necessary to continuously innovate the standardized working mechanism, improve total factor productivity, improve the quality of life, and enhance the people’s sense of gain. Efforts should be made to improve the level of standard management, provide innovative entrepreneurs with more high-quality, convenient and efficient standardized basic public services, provide a better business environment for the survival and development of enterprises, and provide safer standard guarantees for people’s lives.

Zhang Mao emphasized that in the face of new situations and new tasks, new measures must be taken to achieve new breakthroughs. It is necessary to promote the formulation and implementation of standardization strategies, vigorously promote the research on the “China Standards 2035” project, and provide strong support for scientific decision-making on standardization. It is necessary to deepen the reform of standardization work, encourage market entities to focus on improving product quality, industrial quality and international competitiveness, cultivate and develop group standards, liberalize and activate enterprise standards, and fully release the standardization innovation vitality of enterprises and social organizations. It is necessary to strengthen the implementation and supervision of standards, further promote the disclosure of standards, and enhance the overall benefits of standardization. It is necessary to strengthen international exchanges and cooperation in standardization, increase the coordinated advancement of standards and diplomacy, economy, trade, science and technology, increase the formulation, transformation and application of international standards, and promote the internationalization of my country’s standards to a new level. The national market supervision system must take institutional reform as an opportunity to deepen the reform of standardization work, solidly promote the construction of the standardization system, comprehensively improve the level of standardization work, create a fair competitive market environment, stimulate the vitality of various market entities, accelerate the transformation and application of scientific and technological achievements, improve the level of my country’s manufacturing industry, and promote high-quality development.

Tian Shihong pointed out in his speech that in order to seize the major opportunities of the fourth industrial revolution and better use technological changes to enhance social well-being, we must be proactive and actively integrate, raise the sail of standardization, and help the industrial revolution surge. In the strategic layout of standardization, we actively meet the new needs of the Fourth Industrial Revolution; in the construction of the standardization system, we highlight the new areas of the Fourth Industrial Revolution; in the reform of standardization work, we broaden new channels for the Fourth Industrial Revolution; in the international cooperation on standardization, we promote the formation of new synergies for the Fourth Industrial Revolution; in the construction of standardization capabilities, we strengthen services to support the new momentum of the Fourth Industrial Revolution, and make new and greater contributions to promoting high-quality economic and social development.
